AB 1139, by San Diego Assembly member Lorena Gonzalez is a utility-backed proposal to lock in utility profits for the next two decades by killing rooftop solar in California. It will harm all existing solar users, including 150,000 low-income homeowners and 300,000 renters, and it will block millions more from ever getting rooftop solar.
AB 1139 is based on a misleading PR campaign by the utilities to hide the real “cost shifts” – wildfires, power outages and expensive transmission lines. The reality is rooftop solar reduces costs and saves everyone money. It also cuts against utility profits, and that’s what this is all about.
